Community Infrastructure Levy Examination

Cambridge City Council and South Cambridgeshire District Council undertook a consultation to establish views on the Community Infrastructure Levy (CIL) rates they are looking to charge.

The respective Cabinets of the Councils have now authorised the submission of the draft CIL Charging Schedules and supporting evidence for examination. This decision was made by South Cambridgeshire District Council on 23 June and by Cambridge City Council on 7 July.

The Councils submitted the Draft Charging Schedule and associated documentation for Examination on 13 July 2026.

Mr Kevin Ward BA(Hons) MRTPI of Intelligent Plans and Examinations (IPE) Ltd has been appointed as an independent person to carry out the examination.

Mr Ian Kemp has been appointed as Programme Officer for the Examination. In that capacity he will be responsible for assisting the Examiner and all interested parties with the administrative and procedural arrangements during the process. His contact details are as follows:

As part of his Examination, the Examiner conducted hearing sessions. These took place on the 12 and 13 of October 2026 within the Council Chamber at South Cambridgeshire Hall, Cambourne, CB23 6EA. 

The Examiner provided a post hearing note on the 14 October 2026. Following the submission of the Councils’ suggested typologies for additional testing and subsequent responses from participants (See Examination Documents Folder below), a further note has been submitted by the Examiner and can be found in the Examiner Documents folder below.
