Referendum
The referendum on the Heydon Neighbourhood Plan will take place on the 2 July 2026.
The following documents are those specified in the Referendum Information Statement:
- the 'Referendum' version of the Heydon Neighbourhood Plan [PDF, 13.5MB] which includes a map of the designated Harston Neighbourhood Plan area;
- the Examiner's Report [PDF, 0.3MB] on the Heydon Neighbourhood Plan;
- the written representations on the submission version of the Heydon neighbourhood plan [PDF, 3.5MB] that were submitted to the independent examiner.
- South Cambridgeshire District Council's decision statement on the receipt of the Examiner's Report and it's decision to proceed to referendum (21 May 2026) including a statement of satisfaction that the ‘Referendum’ version of the Neighbourhood Plan meets the Basic Conditions and is legally compliant; and
- a statement that sets out general information as to town and country planning [PDF, 0.2MB]including neighbourhood planning and the referendum.

On 15 March 2024 the Director for Planning designated the Heydon neighbourhood area.

Strategic Environmental Assessment / Habitat Regulations Assessment screening
South Cambridgeshire District Council and the Heydon Neighbourhood Plan Group, on behalf of Heydon Parish Council have undertaken a Strategic Environmental Assessment (SEA) and Habitat Regulations Assessment (HRA) screening of the draft Heydon Neighbourhood Plan.

Pre-submission consultation (Regulation 14)
The Heydon Neighbourhood Plan Group, on behalf of Heydon Parish Council, carried out a public consultation on the draft (pre-submission) Heydon Neighbourhood Plan from 9 May to 20 June 2025.
Submission public consultation (Regulation 16)
The Heydon Neighbourhood Plan Group, on behalf of Heydon Parish Council, submitted the Heydon Neighbourhood Plan and its supporting documents to South Cambridgeshire District Council on 01 December 2025.
A public consultation on the submission version of the Heydon Neighbourhood Plan was carried out between 15 December 2025 and 09 February 2026.
Examination
The Heydon Neighbourhood Plan was submitted for examination on 24 February 2026. The independent examiner appointed to carry out the examination is Andrew Ashcroft.
The examiner sent an Examination Arrangement Note [PDF, 0.2MB] on 2 March 2026.
The examiner sent a Clarification Note [PDF, 0.2MB] [PDF, 0.2MB] on 9 March 2026.
The Parish Council shared their response [PDF, 0.2MB] to the note on 20 March 2026.

Review: Revised Basic Conditions Statement (April 2026)
Further revisions have been made to the Basic Conditions Statement accompanying the Heydon Neighbourhood Plan. The changes are intended to better respond to the updated Basic Conditions that came into force in late March 2026. The changes have been set out in full in an addendum to the original statement:
South Cambridgeshire District Council consulted statutory bodies and interested parties on the updated document [PDF, 0.2MB] from 9am on Friday 1 May until 5 pm on Friday 15 May 2026.
Representations on the revised Basic Conditions Statement were received in writing and are published in our document library
In the interests of clarity, this additional consultation was solely on the revised Basic Conditions Statement, not on the Neighbourhood Plan itself or the other supporting documents. All comments received by the District Council during the recent full consultation on the Neighbourhood Plan (between 15 December 2025 and 9 February 2026) were sent to the Independent Examiner and considered as part of the examination process.
