The Thriplow and Heathfield Neighbourhood Plan [PDF, 16MB] was made (adopted) on 17 July 2025.
The Thriplow and Heathfield Neighbourhood Plan as made now forms part of the development plan for South Cambridgeshire. All planning decisions in the neighbourhood area will need to comply with the development plan (that now includes the Neighbourhood Plan), unless material considerations indicate otherwise.
Neighbourhood area designated
On 25 August 2017 the Planning Portfolio Holder designated the Thriplow neighbourhood area.

Strategic Environmental Assessment / Habitat Regulations Assessment screening
South Cambridgeshire District Council and Thriplow Parish Council have undertaken a Strategic Environmental Assessment (SEA) and Habitat Regulations Assessment (HRA) screening of the draft Thriplow and Heathfield Neighbourhood Plan.

Pre-submission consultation (Regulation 14)
Thriplow and Heathfield Parish Council carried out public consultation on the draft (pre-submission) Thriplow and Heathfield Neighbourhood Plan from 30 January to 14 March 2023.
Submission public consultation (Regulation 16)
Thriplow and Heathfield Parish Council submitted the Thriplow and Heathfield Neighbourhood Plan and its supporting documents to us South Cambridgeshire District Council on 3 June 2024.
A public consultation on the submission version of the Neighbourhood Plan was carried out between 5 August and 30 September 2024.

Examination (Regulation 17)
Thriplow and Heathfield Neighbourhood Plan was submitted for examination on 15 October 2024. The independent examiner appointed to carry out the examination is Andrew Ashcroft.
The final Examiner's Report was received on 17 February 2025.

Referendum
The Director for Planning agreed to proceed to referendum in April 2025, and the referendum on the Thriplow and Heathfield Neighbourhood Plan took place on 12 June 2025.
The results of the referendum were:
- Yes votes: 210 (86.78%)
- No votes: 32 (13.22%)
- Turnout: 27.04%
