The Harston Neighbourhood Plan was made (adopted) on 2 October 2025.
The Harston Neighbourhood Plan as made now forms part of the development plan for South Cambridgeshire. All planning decisions in the neighbourhood area will need to comply with the development plan (that now includes the Neighbourhood Plan), unless material considerations indicate otherwise.
Neighbourhood area designated
On 17 June 2022 the Director for Planning designated the Harston neighbourhood area.

Strategic Environmental Assessment / Habitat Regulations Assessment screening
South Cambridgeshire District Council and Harston Parish Council have undertaken a Strategic Environmental Assessment (SEA) and Habitat Regulations Assessment (HRA) screening of the draft Harston Neighbourhood Plan.

Pre-submission consultation (Regulation 14)
Harston Parish Council carried out a public consultation on its draft (pre-submission) Harston Neighbourhood Plan from 22 April to 11 June 2024.
Submission public consultation (Regulation 16)
Harston Parish Council submitted the Harston Neighbourhood Plan and its supporting documents to South Cambridgeshire District Council on the 11 December 2024.
A public consultation on the submission version of the Neighbourhood Plan was carried out between 9 January and 20 February 2025.

Examination (Regulation 17)
Harston Neighbourhood Plan was submitted for examination on 27 February 2025. The independent examiner appointed to carry out the examination is Andrew Ashcroft.
The final Examiner’s Report was received on 17 June 2025.

Referendum
The Director for Planning agreed to proceed to referendum in July 2025, and the referendum on the Harston Neighbourhood Plan took place on 4 September 2025.
The results of the referendum were:
- Yes votes: 301 (95.86%)
- No votes: 13 (4.14%)
- Turnout: 22.36%
