The Fulbourn Neighbourhood Plan was made (adopted) on 30 March 2023 [PDF, 27.5MB].
The Fulbourn Neighbourhood Plan as made now forms part of the development plan for South Cambridgeshire. All planning decisions in the neighbourhood area will need to comply with the development plan (that now includes the Neighbourhood Plan), unless material considerations indicate otherwise.
Neighbourhood area designated
On 13 August 2018 the Director for Planning designated the Fulbourn neighbourhood area.
Strategic Environmental Assessment / Habitat Regulations Assessment screening
South Cambridgeshire District Council and Fulbourn Parish Council have undertaken a Strategic Environmental Assessment (SEA) and Habitat Regulations Assessment (HRA) screening of the draft Fulbourn Neighbourhood Plan.

Pre-submission consultation (Regulation 14)
Fulbourn Parish Council carried out public consultation on the draft (pre-submission) Fulbourn Neighbourhood Plan from 1 January to 28 February 2021.
Submission public consultation (Regulation 16)
Fulbourn Parish Council submitted the Fulbourn Neighbourhood Plan and its supporting documents to South Cambridgeshire District Council on 18 October 2021.
A public consultation on the submission version of the Neighbourhood Plan was carried out between 8 November 2021 and 18 January 2022.

Examination (Regulation 17)
Fulbourn Neighbourhood Plan was submitted for examination on 24 January 2022. The independent examiner appointed to carry out the examination was Andrew Ashcroft.
A hearing was held on 4 July 2022, and the final Examiner’s Report was received on 12 September 2022.
Referendum
The Director for Planning agreed to proceed to referendum in December 2022, and the referendum on the Fulbourn Neighbourhood Plan took place on 9 February 2023.
The results of the referendum were:
- Yes votes: 581 (91.93%)
- No votes: 51 (8.07%)
- Turnout: 17.17%
