The South Newnham Neighbourhood Plan was made (adopted) on 24 February 2025 [PDF, 5.5MB].
The South Newnham Neighbourhood Plan as made now forms part of the development plan for Cambridge.
All planning decisions in the neighbourhood area will need to comply with the development plan (that now includes the Neighbourhood Plan), unless material considerations indicate otherwise.

Neighbourhood designated forum
On 22 March 2017 the Executive Councillor for Planning Policy and Transport designated the South Newnham neighbourhood forum for a period of 5 years. On 21 July 2022 the Executive Councillor for Planning, Building Control, and Infrastructure re-designated the South Newnham neighbourhood forum for a further 5 years.
Strategic Environmental Assessment / Habitat Regulations Assessment screening
Cambridge City Council and South Newnham Neighbourhood Forum prepared a Strategic Environmental Assessment (SEA) and Habitat Regulations Assessment (HRA) screening of South Newnham Neighbourhood Plan.
Pre-submission consultation (Regulation 14)
South Newnham Neighbourhood Forum carried out a public consultation on the draft (pre-submission) South Newnham Neighbourhood Plan from 12 June to 30 July 2023.
Submission public consultation (Regulation 16)
South Newnham Neighbourhood Forum submitted the South Newnham Neighbourhood Plan and its supporting documents to Cambridge City Council on 15 April 2024.
A public consultation on the submission version of the Neighbourhood Plan was carried out between 7 May and 18 June 2024.

Examination (Regulation 17)
South Newnham Neighbourhood Plan was submitted for examination on 26 June 2024. The independent examiner appointed to carry out the examination was Andrew Ashcroft.
The final Examiner’s Report was received on 6 November 2024.
Referendum
The Executive Councillor for Planning, Building Control and Infrastructure agreed to proceed to referendum in December 2024, and the referendum on the South Newnham Neighbourhood Plan took place on 16 January 2025.
The results of the referendum were:
- Yes votes: 445 (63.5%)
- No votes: 254 (36.2%)
- Turnout: 37.5%
