The Heydon Neighbourhood Plan has been submitted [PDF, 7MB] to South Cambridgeshire District Council on the 1 December 2025 for (Regulation 16) public consultation.
We are seeking your views on the Submission Version (Regulation 16) of the Neighbourhood Plan before it is considered by an examiner and can proceed towards a referendum. Comments can be submitted to us between 9am on Monday 15 December 2025 and 5pm on Monday 9 February 2026. The Plan and supporting documents can be viewed in the document library on our website.

On 15 March 2024 the Director for Planning designated the Heydon neighbourhood area.

Strategic Environmental Assessment / Habitat Regulations Assessment screening
South Cambridgeshire District Council and Heydon Parish Council have undertaken a Strategic Environmental Assessment (SEA) and Habitat Regulations Assessment (HRA) screening of the draft Heydon Neighbourhood Plan.

Pre-submission consultation (Regulation 14)
Heydon Parish Council carried out a public consultation on the draft (pre-submission) Heydon Neighbourhood Plan from 9 May to 20 June 2025.
Submission public consultation (Regulation 16)
Heydon Parish Council submitted the Heydon Neighbourhood Plan and its supporting documents to South Cambridgeshire District Council on 1 December 2025.
We have confirmed that the Neighbourhood Plan complies with all the relevant statutory requirements. The submission documents and our Legal Compliance Statement can be found in our document library.
A public consultation on the submission version of the Heydon Neighbourhood Plan will be carried out between 9am on Monday 15 December 2025 and 5pm on Monday 9 February 2026.
Comments can be submitted to South Cambridgeshire District Council using our online consultation system.
If you are having difficulty commenting using our consultation system, you can complete a copy of the Consultation Response Form. A copy of the Consultation Response Form can be requested by email at neighbourhood.planning@greatercambridgeplanning.org.
We must receive completed consultation response forms by 5pm Monday 9 February 2026. Completed Consultation Response Form can be submitted to us by using either of the following methods:

During the consultation, you can view a physical copy of the Heydon Neighbourhood Plan and its supporting documents at South Cambridgeshire Hall, Cambourne by appointment only. Appointments can be made by calling 01954 713000.
It will also be possible to view the documents at Holy Trinity, Chishill Road, Heydon SG8 8PW – the village church – during opening hours.
